It has now emerged that over 30,000 teachers have never received promotions from their employers since 2014.
This information was disclosed after Orange Democratic Movement (ODM) nominated Member of Parliament Wilson Sossion tabled a petition before the parliamentary Education and Research Committee on Tuesday, February 22.
In his petition, Sossion sought answers from the Teachers Service Commission on why teachers who have attained degrees and diplomas while still in service have not received promotions.
The vocal lawmaker is pushing to have TSC revise their policies to allow promotion of teachers who successfully acquire qualifications from recognised institutions.Responding to the petition, the committee chair Busia MP Florence Mutua, stated that the petition had raised pertinent issues that need to be urgently discussed and addressed within the shortest time possible.
“As a committee, we have supported the petition and agreed to invite the TSC to shed light on the issues raised. We have also agreed to urgently hear the petition and ensure we capture the cash needed to implement this in the next budget,” Mutua stated.
Sossion’s petition was also signed by teachers Martha Omollo, Eva Muchemi and Salvin Munene who are enjoined in the case seeking to get answers why since 2014. TSC has unilaterally declined to recognise diplomas, undergraduate, graduate, and postgraduate degrees earned by in-service teachers from accredited institutions of higher learning.
“That in the interest of self-improvement, many teachers have progressively advanced their qualifications by pursuing and successfully earning high qualifications, ranging from diplomas, bachelors, masters and even doctoral degrees,” read the petition.
The current promotion scheme was adopted in 2015 after the commission abandoned the previous one which considered academic qualification. TSC then introduced the Career Progression Guidelines (CPGs), which focuses on teachers’ performance for promotions.
“Your humble petitioners pray that this House, through the departmental Committee on Education and Research intervenes in the matter,” read the petition.
The committee has since summoned TSC officials to address the issue of promotion among teachers who have advanced their qualifications.
All the 30,000 teachers who have not received promotions have all acquired higher degrees and diplomas according to existing data from the TSC career progression portal.
